Qualco Group Acquires 60% of Lever Development Consultants, Expanding its Technology Footprint in the European Public Sector
Qualco Group proceeds with the acquisition of a 60% majority stake in the share capital of Lever Development Consultants (“Lever”), one of Greece’s leading consulting firms serving public- and private-sector organisations. Through the agreement, the Group strengthens its position in the consulting services and digital transformation market in Greece and the EU via Lever’s platform, while broadening its capabilities in new markets and technology applications.
The acquisition represents a further step in executing the Group’s growth strategy, reinforcing its footprint in high-value-added sectors and creating new growth prospects. Lever, which has been operating since 2011, is a leading development consultancy in Greece, having built strong, trust-based relationships with public- and private-sector organisations.
The transaction has been structured as a share acquisition, for an upfront consideration of €3.0 million with additional consideration (earn-out) of up to €0.5 million linked to performance. Lever’s founders remain shareholders and will continue to lead the business, ensuring continuity for clients and alignment with the Group’s long-term plans.
The partnership is fully aligned with Qualco Group’s strategic plan and its commitment to balanced organic and inorganic growth, aiming to create long-term value for shareholders. At the same time, it strengthens the Group’s strategy across three key pillars:
- A stronger presence in the European technology market. Lever enhances Qualco Group’s competitive advantage in competing for the €5 billion in EU smart cities and resilience funds. Lever’s experience and trusted relationships complement the Group’s successful track record in contracts with leading European organisations and in large-scale digital transformation projects.
- New opportunities to leverage Qualco’s technology platforms. Access to new markets for the Group’s receivables management platforms is being created, opening new growth prospects and high-value-added revenue streams.
- Expansion of technology solutions for the public and private sector. The deployment of Qualco’s receivables management technology is further strengthened, building on the Group’s proven success with its platforms among major institutional clients in the United Kingdom and the European Union.
The acquisition follows a year in which Qualco Group exceeded the commitments made at the time of its Initial Public Offering, recording a 17% increase in revenue to €216 million in 2025, with Adjusted EBITDA of €43 million and an EBITDA margin of 20%.
